I'm 16 years old and wondering if a 250 4 stroke is to quick for me I currently have a kx 100 and looking to upgrade to a bigger bike.

No, a 125 or 144 is the next step up. Since you already ride a two-stroke, a full-size version with a little more power is a great next step to gaining confidence and learning how to ride properly.
