These are for a 2006 KX250f. They might fit other bikes but I'm not sure and cannot guarantee fitment on anything other than a 2006 KX250f. I purchased these new off of Ebay earlier this spring (3/26/17) for an '06 RM250 and they didn't fit. The previous seller said they would fit but the offset was slightly different and didn't end up working.
These have ONLY been partially mounted up on a bike. It comes with the steering stem, bearing, top and bottom clamps as well as standard 7/8 bar mounts.
