The 1.3 billion dollar figure refers to the value of KTM Industries, not the amount of money that was put towards the joint effort. They didn't disclose any financial information regarding how much KTM is investing in this.
The article is a little confusing; it sounds like e-bikes means e-bicycles/MTB.. Either way, I don't foresee KTM being "late to the party" on the electric motorcycle front. With the announcement of Alta competing in the upcoming Endurocross season (a moto discipline KTM/Husky are known to dominate), I suspect it won't be long before KTM is ready to showcase their electric moto solutions.
I think the gist of the article is that in the future, KTM's push into e-bikes and electric motorcycles will be under the Husqvarna marque in order to avoid confusion with the bicycling company that already produces some of these same things.
