In practice they haven't worked too well (I didn't watch the video). They kept arresting people that weren't stoned.
The only stoners I fear behind the wheel are the ones without a lot of practice. It''s an art many can't master.
I will say there seem to be plenty of inebriated and shitty drivers in California. Between alcohol, prescription meds, weed and phones it's no surprise.

I bet a 16 year old on the phone is a bigger risk than a 50 year old stoner that just wants to smoke an joint here and there. Hard to quantify, gonna just have to draw blood really.
