1981 YZ125 Steering Stem Seal Placement

I am restoring my 1981 YZ125H with my son and I have a question. How far down the steering stem do I install the top steering stem seal? I disassembled the bike completely a long time ago and forgot where the top seal is positioned. I saw a pick of a used one on EBay and it was pushed all the way down below the hole drilled in the center of the tubular stem. Is this the correct position?

Did you replace the steering stem as well? If not maybe there will be a visible mark ( like a smooth or shiny ring around the OD of stem ) on it where the lip of the old seal made contact with it over the years. If so you could do some measurements from that mark and figure out where the seal should be.
Just a thought,

Actually, that is a good idea. Unfortunately, I cleaned up the steering stem with a bass wire wheel so it would look somewhat new again, as there was some minor rust, so any marks are long gone. Sad Thanks for the idea, though!
