Bike will only run on full choke and even then it backfires and shoots flames out and I can't give it the throttle or it dies. I have installed a JD jetting kit and cleaned the carb and have also checked the timing chain and valves and they are all in spec. I am stumpes anybody have any other suggestions to try?

The rubber boot that attaches the carb and the head could be cracked. Sounds like its running very lean. Did you set the fuel screw on the bottom of the carb? It has a little washer/o-ring on the tip of it and if its not in place it will run lean.

I am putting a new screw in after work today because the spring and rubber apparently aren't on the one thats in it now and I will check that rubber boot out as well thank you

Sometimes dirt or old gas can plug passages on the mid carb... check the accelerator pump, and the vacuum plate seal on the slide... or as stated above you have an air leak...

Plugged pilot jet will cause this.
You stated you cleaned the carb. How did you do that?
Did you pull all the jets and clean each? If not, do so.

Yeah I did pull each jet and clean then with tip cleaners and sprayed carb cleaner through them and made sure they were all clear

That sounds like your issue. Spring, washer, then o-ring. Set the screw at 1.75 turns out for a baseline.

Make sure the AP is pumping a good squirt like mentioned above.

Compressed air through all the passages in both directions if possible.

Double check all air boot clamps.
