hi everyone i need help i'm getting no where i have a bike with no vin anywhere why is that im so lost

The vin is stamped into the head stem, vertically and will be 17 digits long. If the bike has ever been sandblasted and/or repainted it may be very difficult to read, if at all. Why is this a problem ?
