Ecu bad?

Kx450 2009. Bike died while running off a battery. The battery no longer powers the fuel pump or injector when hooked up. Tried another battery. Same result. Tested the fuel pump off the 12v battery and it operated flawlessly. Tested my fuel pump voltage from the ecu, it measured 1.5v when the pump was unplugged. If i plug the pump in it goes to zero volts. From there, i checked my power supply voltage to the ecu, it measured the same as the battery voltage. With the ecu getting 12.6v, and the fuel pump output being 1.5, i can assume this ecu is toast right?
