Power valve help

Did I put this back together correctly, should the spring be crossed? If I do not cross it the cap is too big.

I was not sure because this drawing talks about clearance. It is tight.

That drawing is to show just how much clearance is usable and what is too much to use. You are at "0" which is great. If it should ever get to be ".03" in it will be used up and need replacing.
