i just bought a 78 rm 250 motor stamp says pe250 is this bike supposed to have reeds

even if it is a PE engine, it will have a case reed system. The cylinder must be removed to see the reeds. here's a link that should tell you exactly what the engine numbers refer to:

All the PE engines were RM based. The 175 used modified RM250 cases, and the 250 and up used Modified RM250 cases to the best of my recollection.
