The bike is impossible to get into first on any incline. It is very difficult to get into first unless already rolling. does it need a new clutch or is it another problem

Could be the clutch. The mechanism that controls the shift drum under the right side case cover might have weak springs. i cant think of a reason why an incline would make it worse tho.

To get it into first I need a rolling start like going down an incline or just pushing the bike forward with my feet

Yea check out the stuff i listed already. Ive noticed on most bikes they like to have the transmission spinning to click into gear. Regardless it should click into 1st just sitting. Shoot my 450 will go through all 5. My gsxr wont go past 2nd without spinning the rear wheel.
